The deal is part of Dell’s Black Friday offers, and there is no indication of how long it will last. The $75 e-gift card is a special offer that will be sent to you via email within 20 days of your purchase. It can only be used to buy merchandise or services at Dell.com (but the site does sell Xbox accessories and games). The gift card expires 90 days after issue to you, so use it durning the Black Friday sale itself if you want to make the most of it. As for the console itself, the savings are automatically applied at checkout. You don’t need to be a Dell rewards member to take advantage of this deal; you can either make an account or checkout as a guest.
